 Rotary Club of Winchester President Paul Frank speaks during Monday afternoon’s dedication of the civic organization’s second Peace Garden, which is located at Winchester Day Preschool on Liberty Street.

The mulched garden includes a bench provided by Trex Co. Inc., flowers and a white Peace Pole that states, “May Peace Prevail On Earth.”
